MEMBERS,
Sister Raha Bollesus and Brother Ruse Praxis of the Confederation of Agymnum have brought to the Prime Assembly's attention the need to augment the existing security forces on board the Pax Concordia. It is suggested that each nation provide a contingent of troops to the station, to be commanded by the IAPA's security team. As a reminder, though each organization on board the Pax Concordia can claim their formal headquarters space as sovereign to a degree, the station itself and its operations remain in the control of the Pax Concordia Council (PCC). As such, operations -- including security -- are provided by this Council.
A brief discussion with the PCC took place two days ago. They have agreed to allow the IAPA to bolster its security systems through a contingent of troops. These troops shall be commanded by our security team. All security measures placed by us can not supersede security protocols laid out by the PCC with regard to daily station operations.
We are reminded by the PCC that other agencies also provide a measure of security, though this is external and pertains mainly patrols that maintain the edges of neutral space. We may likewise bolster this contingent; I leave ship discussion in your hands. The Greater Nifidium Convocation has politely reminded all via a recent memo to the PCC that border crossing will not be tolerated. Per their law, all unauthorized crossing into their quarantine zones will be treated as an act of war. It would thus be in our best interest to add our own security forces to the endeavor in order to help keep our member nations on course and out of the quarantine zones.
It has been suggested that we designate our troops by color scheme and emblem or flash. After conference with the station's sciences department, I humbly suggest the following:
IAPA SECURITY FORCES EMBLEM
Proposed:
COLORS - VEHICLES AND MACHINES
All vehicles and machines shall be painted in off-white color found in the IAPA emblem background. The lettering and emblem itself shall be rendered in IAPA blue. These colors are visible to most species, though their eyes might register the blue as grey and the off-white as umber.
UNIFORMS
Proposed:
Uniforms should be practical for adaptation to any species from any member nation. The station's science department seemed partial to Confederation Trooper Armor. It is easily adaptable and the outer coat allows for several devoutly religious nations to maintain cultural modesty. It was suggested that we use the IAPA standard grey for uniform coloration, the IAPA standard blue for accents, and the emblem should be worn as a band on the uppermost right forearm as well as the most rearward left leg; species without such appendages may approximate; those without bodies or those with a gelatinous form may wear the emblem centered on the body.
WEAPONS
The PPC is very strict on what weapons may be brought on board. The average being is not permitted any weapon unless proven (in writing by the government) that said weapon is in fact ceremonial or vital to a culture's identity. The station does not extend this kindness to any weapon which can be deemed a "slugthrower". It will not risk damage to the station.
Security forces for organizations that headquarter on the Pax Concordia, and security details which accompany dignitaries, are permitted to carry weapons. These must be Phased Plasma (PPD or Phased Plasma Discharge). These weapons fire a bolt of energized, super-heated helium sheathed in an electromagnetic field and propelled by an opposed magnetic field. On impact, the plasma bolt dissipates and discharges its thermal and kinetic energy. Alternatively, a conducted electrical weapon (CEW) or taser may be carried. Bear in mind that some species are highly susceptible to electroshock weapons; a minor shock to a human is a fatal discharge to a neiacian.
I am open to any suggestions you have. If there are no objections, it would be best to outfit our troups and assign contingents to our station.

Most sincere and happy greetings to my fellow IAPA Representatives. Sister Raha Bollesus and I are honored at our selection to be the Confederation's Prime Assembly Representatives for the International Arbitration and Peace Association. May there be many productive, prosperous, and peaceful discussions to come.
It has come to Sister Bollesus' attention that the Pax Concordia Station, so generously donated by the Cerians for the cause of common diplomacy, may require bolstering with respect to the IAPA's security systems. Sister Bollesus and I suggest that each nation provide a contingent of troops to the station, to be commanded by the IAPA's security team - whomever they may be. We believe this mutual contribution from all member nations will foster greater understanding as well as commitment to protecting the station and to encouraging in peaceful, rather than provocative, dialogue.
To this end, the Representatives of the Confederation in the Prime Assembly recommend that each member nation of the IAPA provide at most five soldiers for the mutual benefit and protection of the IAPA and of Pax Concordia Station. The small number of troops is intended to allow for all nations to provide an equal contribution without overcrowding the station. Additionally, this puts a minimal burden on each member nation's armed forces, allowing for even our most impoverished members to contribute without sacrificing the needs of their own peoples.
The Representatives also recommend that low-caliber and low-energy weapons be used in outfitting the provided crew. Weapons which are capable of breaching the hull of the Pax Concordia ought to be expressly disallowed as these may put the lives of civilians and other representatives at risk needlessly without providing additional protection. Armor should be slender so as to accommodate the cramped quarters and hallways of the Pax Concordia Station.
That we may establish a more just and lasting organization for peace, the Representatives would like to offer, on the behalf of the Confederation, the services of Sister Amata Xanus the Third, Droid Operator and Officer in the Confederation's Armed Forces. Accompanying her will be four Alpha Assault Droid Model 63 Version B Combat Androids, designed primarily for riot squad work and asset protection. Each will be armed with a double-barrel plasma rifle as well as a synth-metal riot shield with carbon mesh. Sister Xanus III will be outfitted with Confederation Trooper Armor and a standard plasma pistol.
The IAPA's security team may forward us suggestions on what colors, symbols, and standard should be applied to the incoming troops. If no suggestion is given, the standard cream-white with dark-blue highlights will be used, as per Confederation Vigilante regulations. The applied symbol will be the blue olive branch, as per the IAPA logo.
